They do teach English to all Japanese students so most should be able to recognize the word. The feeling I had when I was reading it was more like trying to tell an eager puppy "Wait" as a command. The younger girl wants to fulfill her duty without really understanding what it is she needs to do so she is trying to calm her down some.
